Instructions and Guidelines for
New Foreign-Trade Zone Grantees

Once an application has been approved by the FTZ Board (the Board), there are certain other operational requirements that must be met when a zone begins providing zone services.

  1. Customs Activation: Contact your local Customs office (Port Director) to discuss the Customs application for activation. An essential element of a successful zone project is establishing a good working relationship with the Port Director of Customs.
  2. Zone Schedule: Prior to activation, the zone grantee must submit a zone schedule to the Board and the Port Director of Customs. The schedule contains the grantee's rules and regulations for operation of the zone and the rates for zone users.
  3. Annual Report: The zone grantee must submit an annual report to the Board. Reports are made by zone grantees to the Board on a federal fiscal year basis (October 1 through September 30) and reports are due by the last business day in January each year. A system should be established to insure their accuracy and timely submissions.
