Memorandum for Foreign-Trade Zone Grantees and Operators

1. ANNUAL REPORTS
Enclosed is a copy of the recently published FTZ Board FY 2004 annual report. A copy of the
report is also available on our web site: http://www.trade.gov/ftz. Again, let me express our
appreciation for your continued efforts to prepare and submit your individual zone annual
reports to the Board in a timely manner. For those who have not yet submitted their report for
FY 2005, this is a final reminder that the report is due now. An electronic copy of the latest
version of our annual report format is available for download from the FTZ web site.
2. SECURITY
Security is a top priority. Grantees and operators should actively oversee all parties using
the zone and be aware of all activities occurring within the zone, conducting regular
inspections of active zone facilities and contacting the nearest Port Director of U.S. Customs
and Border Protection (Department of Homeland Security) if there are any concerns.
3. NEW ADDRESS FOR FOREIGN-TRADE ZONES BOARD
The offices of the Foreign-Trade Zones Board staff are moving in May to the main Commerce
building. Please check the “What’s New” item on the FTZ web page for updates.
4. ZONE CONTACT INFORMATION
Please keep us updated with respect to your zone information, including your address, phone and
contact person. The current list can be found on our web page under "List of FTZs." Please
note that there is an e-mail link at the beginning of the list for you to submit such
information. You may also add your email address and the grantees web address to the list
(which can also help you in your marketing efforts).
5. AUTOMATION OF ZONE ADMISSIONS
The CBP form 214, required to admit merchandise into zones, is now automated. U.S. Customs and
Border Protection (CBP) is in the process of rolling out the automated system to all of its
ports of entry this year. The automated system is already active at certain pilot ports.
Please contact your local CBP staff for more information.
