Prior to submitting an application, we recommend that you send the FTZ staff a draft at our dedicated e-mail address: ftz@ita.doc.gov.
General-purpose zone sites must be located within 60 miles or 90 minutes driving time of
the outer limits of the customs port of entry.
FTZ Board regulations (15 CFR Sec. 400.24(d)(4)(iv), (v), and (vi)) require a
justification for each FTZ site within a zone project, and, for expansion
applications, the justification must also consider existing zone sites and why they are not sufficient.
How is a site different from a parcel?
- A parcel is a division of a defined larger area (e.g., an industrial park or port facility).
- A site must be an area that is organized as an entity, such as an industrial park or airport facility.
A site can be composed of a group of parcels within a specific industrial park or port facility.
If an application involves a state where inventory is subject to personal property
taxation, the application should contain, as an attachment, correspondence from
the affected parties (e.g., local school board) indicating their views on the
impact of your proposed activity.
The focus of the reorganization/expansion application should be on the reason for the modification to the zone
project and the justification for any new or expanded sites included in the application. The application
should contain an explanation of activity at existing sites and why the existing sites are insufficient, as well as
how the proposed new sites were chosen.
When an application has been filed, the FTZ staff publishes a notice in the Federal Register opening
a public comment period. The applicant also must publish notice in a local newspaper describing
the proposal.
The fee for an expansion application is $1,600. The Federal Tax ID number is 91-2014781.
