COUNTERVAILING DUTY ORDER ON SOFTWOOD LUMBER PRODUCTS FROM CANADA
REQUEST FOR EXPEDITED REVIEW
Criteria for Eligibility
- The requester is a respondent interested party who is a LEGAL PERSON (a stock
corporation, partnership, or sole proprietorship), not a division of a company.
- The requester must have exported to the United States merchandise subject to the
countervailing duty order on softwood lumber products from Canada during the period
April 1, 2000, through March 31, 2001.
Application Process
- Requests for an expedited review must be submitted to the Department of Commerce no
later than June 21, 2002.
- The Application Form must be completed in electronic format.
- Each request must include a cover letter, a diskette containing the
electronic file of the application form and a hard copy of the completed application form. The diskette should be an IBM-PC compatible 3.5" DS/DD floppy disk and should bear a label with the name of the company applying for the review.
- In order to complete the application form, your computer must be able to operate a 3.5
inch floppy disk. In addition, your computer must be able to run Microsoft Office 95 or
higher and Microsoft Excel 95 or higher. If you are unable to meet these requirements,

- The requests must be filed in accordance with the requirements outlined in
section 351.303 of the Department's
Regulations (See Antidumping Duties, Final Rule, 62 FR 27295, May 19, 1997). Improperly filed requests will be rejected. Appendix 1 to the Application Form contains detailed filing instructions.
Other Requirements
- If the requester is not a producer of subject merchandise, a complete application form
must be submitted for all producers of softwood lumber products which have supplied the
requester during the period April 1, 2000, through March 31, 2001.
- If the requester is an indirect exporter, i.e., a producer who sold subject merchandise to a wholesaler which then exported the subject merchandise to the United States, a
complete application form must be submitted for each such wholesaler.
Period of Review
- The period covered by these expedited reviews is the same as the period of investigation
(POI), i.e., April 1, 2000 through March 31, 2001.
Note
- The Secretary may rescind an expedited review in this case if an exporter that requested
a review withdraws its request not later than 60 days after the date of publication of
the notice of initiation of the requested review.
